Over 25 years, the half-cent sales tax was originaly projected to raise $960 million, while leveraging an additional $842 million in state and federal funds. These resources help reduce congestion, improve safety, and boost mobility, enhancing the quality of life in our county.

The Stanislaus Council of Governments (StanCOG) is responsible for overseeing Measure L to ensure funding is spent effectively. StanCOG is a council of city and county governments established in 1971 by a Joint Powers Agreement (JPA) to address regional transportation issues. StanCOG is comprised of member agencies, including the cities of Ceres, Hughson, Modesto, Newman, Oakdale, Patterson, Riverbank, Turlock, and Waterford, as well as Stanislaus County. Guided by StanCOG’s 16-member Policy Board, StanCOG ensures that local road improvements and transportation projects meet community needs while maintaining transparency and accountability.

Ensuring Accountability

The Measure L Oversight Committee (MLOC) ensures Measure L funds are used responsibly. This independent group reviews financial audits and monitors spending to make sure funds align with the Measure L Expenditure Plan. With representatives from each of the Stanislaus County jurisdictions, the committee promotes transparency and provides recommendations to the StanCOG Policy Board. Public meetings are held quarterly, both in-person and virtually.
